I’ve been bringing my dog to the Margaret T. Hance Small Dog Park for over six years, and unfortunately the condition of the park has declined significantly in recent years. Many visitors no longer pick up after their dogs despite the clearly posted rules. The park frequently has dog feces throughout the area, which makes it unpleasant and unsanitary for both dogs and people. A common pattern is owners socializing while their dogs roam unsupervised, which results in accidents being ignored and left behind. It also appears that many dogs using the park may not be properly licensed as required under Maricopa County law. What is most concerning is the lack of enforcement or oversight. When rules are posted but never reinforced, they stop functioning as rules and become little more than suggestions. This park has the potential to be a great community space, but without basic courtesy from visitors and some level of municipal attention, it is becoming increasingly difficult for responsible dog owners to enjoy it. Without better compliance and occasional oversight, the posted rules begin to feel more performative than functional.
