I guess, technically, it's a park. But on two sides there are 6 lanes of traffic and on the third side there is a power station. There's no place to park a car. There are no other attractions around. It's better described as a patch of lawn in an ugly business district. I've never seen anyone using this "park". Not even the homeless.
